The purpose of HR 1388 (which has been passed) is "to reauthorize and reform the national service laws" (GovTrack). I highly suggest that you read the entire text, which states that "service-learning is a mandatory part of the curriculum in all of the secondary schools served by the local education agency" (GovTrack).
